What changed in December 2025
USCIS Policy Alert PA-2025-29 states that USCIS will not use or reuse self-submitted photographs. For Form I-485, I-90, N-400, and N-600, new biometrics — including a new photograph — are collected at a biometrics services appointment (ASC). Older form PDFs that still say “mail two photos” are outdated; follow the current online instructions on uscis.gov/forms.
Printed drugstore “green card photo” packs are usually the wrong purchase for those domestic filings.

USCIS photo size and file specs
- Printed: 2×2 inches (51×51 mm), in color, on thin photo paper or stock as specified in your form instructions.
- Digital (online filing): Square JPEG, typically in the 600×600 to 1200×1200 pixel range—match what your specific USCIS online tool or form asks for.
- Color: Full color, natural skin tone; no filters that alter appearance.

Key USCIS photo rules
- Background: Plain white or off-white; no patterns, shadows, or objects.
- Expression: Eyes open, mouth closed. A closed-mouth smile is allowed on a passport photo.
- Glasses: Generally not allowed unless you have a documented medical exception (same principle as passport photos).
- Head coverings: Only if worn daily for religious or medical reasons, with the face visible from bottom of chin to top of forehead.

Paper filing: Many forms require two identical printed photos—check your form instructions.
Online filing: Usually one digital upload per the form or account workflow.

Are USCIS photos the same as passport photos?
Yes—essentially identical. USCIS specifies the same style of 2×2 color photo used for U.S. passports: white background, full face, correct head size, and no prohibited accessories. Where a PixID file is actually used
Not on a USCIS form. Since 12 December 2025, USCIS does not accept a photo you take, on any form. The photo is taken at the biometrics appointment. N-400, N-600, I-90, and I-485 always need a new capture. I-765 and I-131 may reuse a USCIS photo no older than 3 years. If you need a file, that is a US passport photo or a DS-160 photo.

If a form still points you at the USCIS photo tool
Some older instructions say to upload a file into the USCIS photo checker. Open the form’s current instructions on uscis.gov/forms, upload the JPEG, and read the result: pass, warning, or fail. A pass is a technical check. An officer can still refuse the photo. For I-485, I-90, N-400, and N-600 filed after 12 December 2025, USCIS takes the photo at the ASC appointment and does not use a self-submitted file.
