Passport Book vs. Passport Card — Complete Guide for 2026

Most Americans don't know the passport card exists until they're standing at a government counter being asked which one they want.

Here's the short version: a passport book lets you travel anywhere. A passport card only works for land and sea travel to Canada, Mexico, the Caribbean, and Bermuda. Both require a 2×2 inch photo with the same background, expression, and head-size rules — but the use cases are completely different.

This guide covers photo requirements for each document, when to get one vs. both, and how to get a compliant photo for either.

The passport card uses the Western Hemisphere Travel Initiative (WHTI) RFID standard. It works at land border crossings and cruise terminals — but it is not accepted at airport security checkpoints. It is not a valid form of ID for TSA purposes.

Photo Requirements: What's the Same

For both documents, the photo requirements from the U.S. Department of State are identical:

  • Size: 2×2 inches (51×51 mm) for printed photos
  • Head size: 50–69% of frame height
  • Background: Plain white or off-white
  • Expression: Neutral, mouth closed
  • Glasses: Not permitted
  • Photo recency: Taken within the last 6 months
  • AI editing: Not permitted (strictly enforced since January 2026)

If you're applying for both at the same time, you submit two separate photos — one for the book, one for the card. They can be from the same session, but you need two physical prints if applying by mail or in person.

Photo Requirements: What's Different

The printed photo specs are identical. The digital specs differ.

Passport book (online renewal): JPEG, 600×600 to 1200×1200 px, 54 KB–10 MB.

Passport card: The passport card cannot be renewed online. As of 2026, online renewal is only available for passport books. Card renewals must be submitted by mail (Form DS-82) or in person (Form DS-11). You'll need a printed photo for the card regardless.

Should You Get a Passport Book, a Passport Card, or Both?

Get the passport book only if: You travel internationally by air; you don't regularly cross land borders; you want to minimize cost.

Get the passport card only if: You live near the Canadian or Mexican border and cross regularly; you take cruises to the Caribbean or Bermuda; you already have a valid passport book and want a backup for land/sea travel.

Get both if: You travel internationally by air AND cross land borders regularly; you want a backup in case your book is lost or stolen; you're applying for the first time and want maximum flexibility.

Most common scenario: Most first-time applicants and people renewing should get the passport book. The card is a useful addition if you have a specific use case — but it's not a replacement for the book.

Applying for Both at the Same Time

First-time (Form DS-11): Check both "Passport Book" and "Passport Card" on the form. Bring two separate 2×2 photos. Pay $130 (book) + $30 (card) + $35 execution fee = $195 total.

Renewal (Form DS-82): Check both boxes, include two separate 2×2 photos. Pay $130 + $30 = $160 total. Mail to the National Passport Processing Center.

Important: You need two separate photos. One goes with the book application, one with the card. They can be identical from the same session — but you need two physical prints.

How to Take a Compliant Photo for Both Documents

The process is identical. One photo session produces photos that work for both. See our step-by-step guide for full setup. Key points:

  • Plain white or off-white wall, natural light
  • 4–6 feet from camera, camera at eye level
  • Remove glasses, neutral expression
  • Take 20–30 photos in burst mode

Upload to PixID — we'll crop, set the background, and output the correct format. If you need two printed photos for a dual application, print two copies from the same PixID output; they're identical and both compliant.

Printing: How Many Photos Do You Need

Application Photos needed
Passport book only (mail/in-person)1 printed photo
Passport card only (mail/in-person)1 printed photo
Both book and card (mail/in-person)2 printed photos
Passport book online renewal1 digital photo (no print)
Passport card renewal1 printed photo (no online option)

PixID outputs a 4×6 printable sheet with four 2×2 photos. If you need two for a dual application, print one sheet and cut two photos from it.

Cost Breakdown: Book vs. Card vs. Both

First-time adult: Book only $165; Card only $65; Both $195. Renewal: Book only $130; Card only $30; Both $160. See our passport photo price comparison for printing costs.

Common Mistakes When Applying for Both

  • Submitting only one photo for a dual application — you need two separate photos, one per document
  • Assuming the card works at airports — it doesn't; not accepted at TSA for any flight
  • Applying for the card as a cheaper alternative — the card is an addition, not a replacement for the book
  • Trying to renew the card online — not possible; card renewals must be by mail or in person
  • Using an AI-edited photo — strictly prohibited since January 2026

Passport Card as a Backup Travel Document

One underrated use case: keeping the card in your wallet as a backup when traveling internationally. If your passport book is lost or stolen abroad, the card proves U.S. citizenship and speeds up the emergency passport process at an embassy. For frequent travelers, the $30 renewal cost can be worth it as backup ID.

How PixID Helps

Frequently Asked Questions

Can I use the same photo for both the passport book and passport card?
Yes. The photo requirements are identical. You can use photos from the same session — you just need two separate prints if applying by mail or in person.
Can I renew my passport card online?
No. As of 2026, online renewal is only available for passport books. Passport card renewals must be submitted by mail using Form DS-82 or in person.
Is the passport card accepted at TSA?
No. The passport card is not accepted at TSA checkpoints. It will not get you through airport security. For domestic air travel, you need a REAL ID-compliant driver's license or passport book.
Can I use the passport card to travel to Europe?
No. The passport card is only valid for land and sea travel to Canada, Mexico, the Caribbean, and Bermuda. It is not valid for air travel to any destination.
Can I apply for the card if I already have a valid passport book?
Yes. You can apply for a passport card at any time using Form DS-82 and pay the $30 card fee.
What if I only need the card for a cruise?
The passport card works at cruise terminals for sailings to Canada, Mexico, the Caribbean, and Bermuda. However, most cruise lines recommend bringing your passport book as well — if you miss the ship at a foreign port, you'll need the book to fly home.
